Institutional Framework

Eighteen Communities, Shared Questions

An introduction to the geographic framework and international purpose of Youth 18.

Executive Summary

An introduction to the geographic framework and international purpose of Youth 18.

The Geographic Framework

Youth 18 is organised through 15 national communities and three regional communities: the European Union, African Union and ASEAN. This framework establishes a consistent basis for international participation while recognising distinct national and regional experience.

As a non-governmental international leadership organisation, Youth 18 accepts eligible members and Fellowship candidates from all 18 communities.

Community Affiliation

Each Fellow has one primary community affiliation based on a substantive national or regional connection. The affiliation supports balanced participation, long-term relationships and clear administration across the international cohort.

Members contribute in their personal and professional capacities, bringing knowledge, independent judgement and community perspective to Youth 18 programmes and publications.

Shared Questions

The 18-community structure allows participants to compare how institutions, professions and societies approach questions of leadership, science, economic change, culture and public responsibility.

The framework preserves distinct perspectives while creating the conditions for disciplined exchange, practical cooperation and clearer understanding across boundaries.
